Haley considers consolidating agencies

COLUMBIA, S.C. (AP) -- South Carolina Gov.-elect Nikki Haley is contemplating moneysaving ideas like consolidating Cabinet agency operations, and she says future state surpluses should end up in taxpayers pockets as rebate checks.
Haley said Friday that she'll have proposals ready for legislators when she takes office in January. But some of the things she's doing are more about changing how her Cabinet operates.
Haley wants to merge the state's parole agency into the prisons agency and an agency handling drug and alcohol abuses into the Department of Mental Health.
Haley said when the state's economy turns around and generates surplus cash spending should be capped and left over money should be returned to taxpayers in rebates.
