Person of interest in Shandon indecent exposure incidents arrested

COLUMBIA, S.C. (WACH) - A person of interest in the string of indecent exposure allegations in the Shandon community has been arrested.

Officers responded to a 9-1-1 call reporting indecent exposure at a carwash located on Rosewood Drive in Columbia around 7 p.m. Wednesday.

According to police, Charles F. Sowell III, 20, asked a female for directions while she was washing her car.

When she approached his vehicle, Sowell was naked from the waist down.

As the victim tried to get away from Sowell's vehicle, he grabbed the back of her pants.

She was able to escape unharmed and call the police.

Sowell was arrested on charges of Second Degree Assault and Battery and Indecent Exposure, according to the Columbia Police Department.

Sowell was booked at the Alvin S. Glenn Detention Center where bond was set for $15,000.

A man was first seen nude and performing sexual acts upon himself in two Columbia neighborhoods last December.

Similar reports were also filed by female victims in the Shandon area in January and February this year.

No one was physically harmed during previous incidents.
