SC Highway patrol seeks driver in moped hit-and-run that injured 1 woman

COLUMBIA, S.C. (WACH)-- The South Carolina Highway Patrol is seeking information about a person of interest involved in a hit and run collision in which a woman was struck while operating a moped.

The incident occurred on Oct. 11 around 12:50 a.m. on Highway 277 near Parklane Road.

The person of interest in the incident is 47-year-old Michael David Mobley of Winnsboro who was driving a 2000 Dodge Ram Pickup Truck.

Mobley is a black male weighing approximately 180 pounds and stands at about five feet nine inches tall.

Mobley is accused of striking 27-year-old Cindy Latoree who remains in the hospital after according to her sister has undergone her twelfth surgery.

Highway Patrol officials say the impact of the crash ejected Latoree and the driver of the truck left the scene.

Her sister Diana Ortiz says that she experienced multiple fractures to her leg, a broken arm, third-degree burns, punctured lungs and is on a respirator.

According to the family, a stranger saw Lotorre's body, put his car in reverse and used his car to block off the roadway so that no one would hit her.
